The Canadian Administrative Law Answer Framework is a designated framework for writing the NCA exams. It has been used by several candidates in the past with a high rate of success in the exams. The material was designed to help candidates in the examinations with regards to tackling facts based questions and analysis of issues using the unique S.T.T.C. model. The recent updates to the framework includes the S.T.T.C. analysis, issue spotting aid, how to answer questions relating to aboriginals – duty to consult, standard of review based on the Vavilov model, conducting a reasonableness review, correctness review and how to apply the standard of palpable and overriding error. In addition, the updates also includes selecting the appropriate standard for Charter considerations, the wrinkle introduced in the Dore/Loyola framework by the Supreme Court of Canada and confirmed in Vavilov. The 2024 version also includes updates on the two new decisions in the NCA syllabus – Haghshenas v. Canada and the Society of Composers’ case.
